SHEFFORD & DISTRICT BUS ASSOCIATION RULES

- These rules form part of and are to be read together
with The Constitution of the Association.
- The Object of the Association is set out in Clause 2 of
the Constitution.
- It is intended that the administrative arrangements will
be kept to a minimum to avoid a heavy workload on the Honorary
Officers and that the Association will be managed by a Committee
as set out in the Constitution.
- Only full members of the Association will be entitled to
vote at any meeting of the Association.
- The cost of the service will be agreed between the bus operator
and the Committee, provided that it will not normally exceed
the cost of travel by public transport for a similar number
of passengers. The Treasurer will notify Parents of the
costs of each pass agreed by the Committee for the forthcoming
year. Payment must be made to the Treasurer in accordance
with the terms set out on that year’s Application
Form. Payment is to be made by lump sum. The Treasurer on
request will issue receipts. In the event of insufficient
support for the service to continue, Parents will be notified.
Any late entrant will pay proportion of the total charge
as determined by the Committee.
- All receipts and payments will be paid through an Association
Account at one of the major clearing banks. All payments
from the Account will require the signature of two Honorary
Officers.
- Any surplus at the end of any financial year will be used
to reduce the costs for the following year. Any deficit
will be recovered by an immediate additional charge to parents.
- All bank statements and records maintained by the Officers
will be available for inspection by any member at any reasonable
time.
- It is not intended to differentiate between junior and senior
children. Any refunds will be at the Committee’s discretion.
- The service will operate on a five-day week basis and a
Saturday service into the relevant school.
- Seats will be allocated on the previous year’s usage
unless the Secretary or Treasurer has been advised otherwise.
Parents are required to give at least one term’s notice
of their intention to withdraw any child from the service.
- The route and timetable will be agreed between the Committee
and the Bus Company each year. Any material change will
only be implemented after consultation with members either
by letter or at the Annual General Meeting.
- A bus pass (also the Association Membership Card) will be
issued to each child and must be available on the bus at
all times.
- The bus pass may be used on Stagecoach service bus routes
between school and home except between the hours of 4 p.m.
and 5 p.m. on any weekday at no extra charge.
- Children regularly attending school in Bedford on Saturdays
may travel the return journey for half normal Saturday fare
on the service bus. There is no concession for the journey
into school as the Association runs a Saturday bus.
- In furtherance of the powers given to the Committee under
Clause 8 of the Constitution, the Committee may meet following
a complaint from a member or a servant of the bus operator
or a member of the public, to consider whether any alleged
misbehaviour justifies that a child should be barred or
suspended from the Association bus route. The Committee
shall consider carefully the nature of the complaint and
allow the complainant, members and children the opportunity
to make representations to the Committee. The Committee
regards serious misbehaviour as including fighting, taking
possessions of others without permission, causing damage
to individuals and/or property, behaviour that might put
the well being or lives of others at risk and any other
such behaviour. If the Committee upholds a complaint it
may bar or suspend the child the subject of the complaint.
The Committee’s decision shall be final.
